If a network camera is configured with a valid multicast IP address and the device IP can be pinged but it cannot be displayed or recorded by NVR's or VMS, it could be because the TTL value is too low.
TTL Is a mechanism that limits the lifetime of data in a network, if packets are not delivered to their destination in a reasonable amount of time packets should be discarded. TTL prevents a data packet to circulate indefinitely.
