This issue is caused by the SSM ActiveMQ service not functioning correctly.
Resolution Steps:
1. Open [Start - Run - Services.msc] and check whether the SSM ActiveMQ service is running. If it is stopped, please start the service.
2. If the service is already running, locate and remove any other programs on the PC that are using port 61616. This should resolve the issue.
