Issue 1: It is possible to view video when using the local wi-fi network but not possible when using 4G or another wi-fi connection
Issue 2: It is possible to view video when using the app over any wi-fi network but not over a mobile network.
Resolution 1:
If it is only possible to view video over the local network and not on any wi-fi or mobile connection, this is due to unopened port on the router.
On the DVR/NVR go to Setup-> Network -> Interface -> Ports and take note of the ports that are displayed. In particular, you want to look at the device ports & HTTP port.
From the screen shot, you can see device ports are 554-558 and the HTTP port is 80. These six ports need to be open on your router.
In order to open these ports, you must set up port forwarding on your router. For help in doing this, you can find the instructions for your router in the links below, alternatively contact your ISP

To test if these ports are open or not, go to:
https://www.yougetsignal.com/tools/open-ports/
This will show the public IP assigned to your router and will also allow you to test if ports are open or not. In the figure below, port 558 is closed:
If the ports are showing as closed, the port forwarding is not implemented correctly on the router.
(sometimes the 4th port in the device port range i.e. 554 will show as being closed even when its not, so test the remote connection first before assuming the port is closed)
Resolution 2:
If you can view video on any wi-fi network and not over a mobile network, go to the Settings of the Wisenet Mobile App. Under Transfer Video change it from RTSP over HTTP to RTSP over TCP:
You also also need to update the port information for the device. Edit the device:

Select the device and enter the RTSP port number, 558 is the default:
